How Petrol & Fuel Prices Are Determined in Pakistan (OGRA Formula)
Petroleum and diesel prices in Pakistan are regulated through a statutory fortnightly pricing mechanism determined by the Oil and Gas Regulatory Authority (OGRA) and notified by the Ministry of Finance on the 1st and 16th of every calendar month. The consumer retail price at the petrol pump is composed of five key statutory components:
The import parity price pegged directly to international crude oil benchmarks (Brent & Arab Light) and Platts Singapore FOB quotations, converted at the prevailing interbank USD/PKR exchange rate.
A government revenue levy capped by federal budget legislation (currently up to Rs. 60–70 per litre on Motor Gasoline and High Speed Diesel) to fulfill fiscal IMF revenue targets.
Inland Freight Equalization Margin (IFEM) to equalize transport costs across ports, refineries, and remote depots, plus fixed Oil Marketing Company (OMC) and dealer margins.
