Complete PTA Tax & Mobile Registration Guide (2026 Passport vs CNIC Duty Breakdown)

Importing a smartphone from Dubai, the UK, the USA, or Saudi Arabia into Pakistan requires mandatory registration with the Pakistan Telecommunication Authority (PTA) Device Identification, Registration and Blocking System (DIRBS). Failure to pay the applicable customs duty within 60 days of inserting a local SIM results in IMEI blocking.

1. Passport vs. CNIC Tax Difference

The Federal Board of Revenue (FBR) levies customs duty based on the C&F (Cost and Freight) dollar value of the smartphone. While passport holders historically received discounted rates, the current tax regime aligns duties closely to discourage commercial grey-market smuggling:

Phone Value (USD Tier) Estimated CNIC Tax (PKR) Estimated Passport Tax (PKR) Typical Representative Models
$100 to $200 PKR 14,500 – 18,000 PKR 11,500 – 14,000 Budget Redmi, Infinix, Galaxy A15
$201 to $350 PKR 45,000 – 62,000 PKR 38,000 – 52,000 Galaxy A35, Camon 30 Pro, Older iPhones
$351 to $500 PKR 75,000 – 95,000 PKR 65,000 – 82,000 Pixel 7/8, iPhone 11/12 Pro
Above $500 (Flagships) PKR 135,000 – 175,000+ PKR 125,000 – 160,000+ iPhone 15/16/17 Pro Max, S24 Ultra, Fold 6

2. Step-by-Step Registration Guide via DIRBS

  1. Dial *#06# on your handset to retrieve both IMEI numbers (SIM 1 and SIM 2 / eSIM).
  2. Send your IMEI via SMS to 8484 to verify the compliance status.
  3. Visit the official portal at dirbs.pta.gov.pk and create an account using your CNIC or Passport.
  4. Submit the device registration form and receive your unique 17-digit PSID (Payment Slip ID).
  5. Pay the duty via online banking, 1Link ATM, Easypaisa, or JazzCash using 1Bill.
  6. Your phone will be activated across all Pakistani cellular carriers within 2 to 24 hours.

3. 120-Day Temporary Registration for Overseas Pakistanis

If you are an overseas Pakistani visiting family for holidays or business, the Ministry of IT offers a temporary 120-day tax-free registration portal. This allows visitors to use local SIMs without paying permanent customs duties, provided the handset leaves the country before the validity expires.
